Web Accessibility Policy

1. Our Commitment

UNITAR CIFAL Japan International Training Centre (hereinafter “CIFAL Japan”) is committed to the principle of “full and effective participation and inclusion in society” — a general principle of the Convention on the Rights of Persons with Disabilities (CRPD) other relevant international norms and standards concerning persons with disabilities. We strive to ensure that all users, including persons with disabilities and older persons, can access the information and services on our website on an equal basis with others.

Access to information and communication technologies (ICT) is an essential enabler of participation for persons with disabilities, and it advances the promise of the Sustainable Development Goals (SDGs) to leave no one behind. As part of the United Nations system, CIFAL Japan is guided by the spirit of the Accessibility Guidelines for United Nations Websites and works continuously to secure, maintain, and improve the accessibility of its website.

2. Measures to Support Accessibility

CIFAL Japan takes the following measures to ensure the accessibility of its website:

• Include accessibility as a requirement in the planning, production, and procurement of web content.
• Provide awareness-raising and training on accessibility for staff and contractors involved in production and operation.
• Check accessibility before publication and conduct regular reviews after publication.
• Collect feedback from users and use it for continuous improvement.

3. Scope

This policy applies to the CIFAL Japan website (pages under [https://www.cifal-japan.org/]). Please note that third-party content not under the editorial control of the Centre — such as embedded social media, maps, and video-streaming services — may not be fully accessible. For such content, we endeavour, where feasible, to provide alternatives (e.g., text descriptions or alternative links).

4. Target Conformance Level

For web pages within the scope above, CIFAL Japan aims to conform to Level AA of the Web Content Accessibility Guidelines (WCAG) 2.2, the international standard for web content accessibility (also published as ISO/IEC 40500).

WCAG 2.2 is backwards-compatible with WCAG 2.1 and 2.0; accordingly, this target meets the requirement of the Accessibility Guidelines for United Nations Websites for WCAG 2.1 Level AA, including enhanced contrast for text. We also conform to Level AA of the Japanese Industrial Standard JIS X 8341-3:2016 (Guidelines for older persons and persons with disabilities — Information and communications equipment, software and services — Part 3: Web content), which corresponds to WCAG 2.0. Conformance to WCAG 2.2 Level AA inherently satisfies the Level AA requirements of that JIS standard.

5. Compatibility with Browsers and Assistive Technologies

This website is designed to be compatible with the latest version and the previous version of major web browsers, as well as common assistive technologies such as screen readers.

6. Technical Specifications

Accessibility of this website relies on the following technologies working with the particular combination of web browser and assistive technologies in the users environment: HTML, WAI-ARIA, CSS, and JavaScript.

7. Status of Our Efforts and Assessment Approach

This policy sets out our goal of conforming to Level AA. At present, we have not yet published test results based on Annex JB of JIS X 8341-3:2016; however, we endeavour to ensure accessibility through our routine design and operational practices.

Accessibility is assessed by [self-evaluation / evaluation by an external specialist organization]. We will review this policy and our conformance status on an ongoing basis as our efforts progress.

10. Known limitations

We are aware of the following limitation. When macOS VoiceOver is used with continuous reading, the breadcrumb navigation at the top of the page may be announced repeatedly (in a loop). This is a known issue with that particular assistive technology rather than with the content of this website and it does not occur with other combinations of operating system, browser and screen reader. If this happens, you can stop the announcement (Control key) or move to the next element (Control + Option + Right Arrow). We apologise for any inconvenience. (As of July 2026)
